ITC is looking to hire a Senior Proposal Manager to expand our corporate proposal team. The Senior Proposal Manager plays a critical role in leading and managing the end-to-end proposal development process for ITC Federal. Working closely with cross-functional stakeholders, the Senior Proposal Manager is responsible for the timely submission of high-quality, competitive proposals aligned with ITC customer requirements and objectives.
Responsibilities:
Collaborates with the Capture Manager, Solution Architect, and Subject Matter Experts during the proposal development process, including implementing win strategies, technical and management solutions, and discriminators to support compliant, compelling proposal responses.
Manages proposals assigned by the Director of Proposals/Deputy Proposal Director and uses ITCs proposal development process to facilitate responses. Leads up to 2 proposals during high-volume work periods.
Manages and coordinates proposal schedule, resources, and deliverables with the Capture Manager for timely submission of proposal responses.
Reviews and analyzes solicitation, scope, and staffing requirements to prepare proposal artifacts that include annotated outlines, compliance matrixes, trackers, writers packages, MS Planner, and data calls.
Facilitates kickoff meetings and works with the Capture Manager to develop briefings that include relevant information from prior gate reviews.
Facilitates color reviews, including in briefs and debriefs, and prepares briefing artifacts and draft proposal documents for review by reviewers.
Coordinates proposal assignments and tracks the overall progress of content development during a proposal.
Develops writer's packages that include graphic mockups, content/story ideas, action captions, and graphics.
Performs writing support as required based on resources for major proposal sections and volumes, including planning, prewriting, drafting, revising, editing, and incorporating comments and suggestions for proposal sections, including technical, management, past performance, resumes, and executive summaries as needed.
Analyzes and reviews content and provides feedback to writers regarding updates to a proposal response.
Prepares status reports and briefings for senior management, including CEO, CGO, and Proposal Management, regarding updates to the proposal response.
Coordinates and works with the Contracts and Pricing team on pricing documents to support proposal submission.
Recommends and provides guidance on continual improvement efforts related to ITC proposal processes.
Maintains the knowledge repository, including updates to templates, and supports walk-back activities.
Conducts compliance checks and ensures proposals adhere to FAR, DFAR, and other relevant guidelines.
Uses ITC Proposal Library/Knowledgebase, government websites, and technical sites to support the development of content during a proposal effort.
Assist with complex RFI responses to include responding to ITC experience, and capabilities.
Develops a solid understanding of ITC's program/project portfolio of all active contracts and new business processes.
Supports walkback activities as assigned during the proposal process to include selecting reuse boilerplate.
Oversees proposal production process for final submission, including formatting using ITC brand, graphics, and final document assembly.
Facilitates and leads updates to ITC proposal content, including recruiting, retention, past performances, etc.
Provides guidance, mentorship, and training to mid-level and junior proposal team members to support upskilling and proposal growth.
Stays informed regarding proposal and technical industry best practices, trends, and changes in government contracting regulations to continuously improve proposal development processes and outcomes.
Other management duties as assigned, by senior proposal management.
Qualifications:
Bachelors degree in Creative Writing, English, Communications, or other technology or business related field.
APMP and/or Shipley Trained certifications, required; additional APMP Micro-Certifications, desired.
Project Management certifications, desired.
10+ years of experience in managing and developing proposal responses.
Experience managing and writing proposals for IT service companies.
Strong writing, copyediting, and proofreading skills.
Plan, organize, prioritize task activities, and pay attention to detail.
Ability to instruct, guide, and recommend courses of action.
Able to handle multiple priorities at once and meet deadlines.
Ability to critically think, analyze, and resolve problems.
Ability to research, collect, and gather information.
Ability to communicate effectively.
Content development skills (interviews, outlines, and organization skills).
Demonstrated proficiency in MS Office 365, including MS Word, PowerPoint, One Drive, SharePoint, Outlook, and Adobe PDF
Adaptable to new internal technology-driven tools (e.g., AI writing tools, online procurement systems).
Candidates will be required to providing writing/proposal samples and/or complete a proposal exercise as part of the application process to demonstrate their proficiency in government proposal development and IT solution documentation.
