Job DescriptionAs the Operations Bureau Manager, you will report to the Deputy Director of Operations and supervise more than 500 staff members in our Street Environmental Services Bureau. You will ensure the smooth and efficient operation of the bureau, which provides 24/7 services such as street cleaning, graffiti removal, illegal dumping abatement, code enforcement, and community outreach. You will also coordinate with other city agencies and stakeholders to plan and execute major public events and street emergencies. If you have strong management skills, a passion for public service, and a vision for improving San Franciscos Street environment, this role will be tremendously rewarding for you. You will also have the opportunity to act as the Deputy Director of Operations, in their absence, when needed.
Essential Duties:
As the Operations Bureau manager, your duties may include but are not limited to the following:
Develops administrative and operational objectives and executes objectives by planning and directing all operations of the bureau through subordinate supervisory personnel; developing, reviewing, investigating, interpreting, enforcing, and analyzing operating procedures, rules, regulations, policies, methods, and reports; analyzing data to develop or change operational policies or procedures.
Interacts with managers from other bureaus and city agencies at meetings and in response to inquiries, requests, and other work projects. Represents the Department to the general public, community groups, legislative bodies, and City departmental representatives in connection with the bureau activities. Represents the Bureau and the deputy director when required.
Develops and oversees the development of the bureaus budget and identifies budget priorities. Prepares, implements, and monitors budget. Directs the preparation of annual budget estimates, reviews expenditures, approves modifications, reviews and sets policies for materials procurement, contracts specifications, and equipment requests.
Prepares staffing plan and manages personnel matters by monitoring staff performance and utilizing disciplinary action when appropriate; planning, organizing, and coordinating all bureau personnel including work and handling of personnel issues; establishing goals and priorities for career training and development of staff.
Prepares and implements operational procedures by developing and implementing internal Bureau policies and procedures; directing the preparation of correspondence and periodic financial, administrative, and technical operation reports; overseeing the maintenance of Bureau records.
Manage and monitor Keywatch system, monitoring vehicles' GPS by directing equipment and vehicles for bureau, including accessories. Works with IT and staff related to Computerized Maintenance Management System (CMMS) training and policy decisions related to mobile and CMMS implementations and operations.
Leads and implements actions in response to the Mayors office. In the event of emergencies, serves as a member of the 24/7 emergency response team for Public Works.
Performs technical duties related to the specialized functions of the Bureau by directing the inspection of mechanical and manual street cleaning, graffiti removal, and illegal sign removal or urban forestry-related inspections done by the Bureau to ensure conformity with accepted standards.
