The Intelligence Programs Group, part of Systems Planning and Analysis Inc.s Space and Intelligence Division, is a specialized provider of systems engineering and trusted advisory services to the Space and National Intelligence community. We utilize mission-proven, data-driven advisory tools and capabilities. We provide highly technical support to ensure the government acquires cutting edge technology necessary for our National Defense. SPA is seeking a motivated, career and customer-oriented Contracts Specialist Intermediate to join our Rushmore FOS team supporting the Mission Integration Directorate.
Responsibilities:
The ideal candidate will have experience conducting a wide range of acquisition lifecycle activities, including:
Acquisition planning
Contract administration
Source selection
Cost plus and cost reimbursement contract types
Cost and price analysis
Negotiation experience
Responsibilities include, but are not limited to:
Act as a business advisor with regard to acquisition strategy, contract types, market research, contracting methods and sole source and competitive procedures
Knowledge of the Federal Acquisition Regulation (FAR)
Support Pre-Award function including but not limited to:
Preparing contract-related documents (e.g., Acquisition Research Center (ARC) postings, Acquisition Plans, Contract Review Panel (or equivalent) briefings and other documentation required for contract award and administration)
Review Requests for Contract Action Packages (RCAPs) for adequacy, consistency, and compliance with administrative, regulatory, and procedural requirements
Preparing Request for Proposals (RFPs)/solicitations
Supporting proposal evaluations
Performing Cost/Price analysis
Communicating with Industry
Developing negotiating positions
Obtaining required reviews and approvals
Support Post-Award functions including but not limited to:Administering contracts
Executing contracts
Managing contract file and database systems
Supporting compliance reviews
Identifying and resolving contract performance problems/issues
Processing, tracking and reviewing invoices
Preparing and disseminating contract modifications
Compiling and reporting contract status to management
Preparing contract documentation to support briefings and meetings
Preparing contracts for settlement
Qualifications:
Required Qualifications:
Strong interpersonal, verbal, and written communication skills
Government customer service skills
Experience in Functional Discipline (Contracting Specialist): 5+ Years
HS diploma or GED
Active TS/SCI with Polygraph
Preferred Qualifications, desired but not required:
NRO (or IC) experience
DAWIA/FAC-C contracting level 2 or higher
CFCM/CCCM/CPCM
Bachelor's Degree in related field
