Overview:

Savannah River Mission Completion (SRMC) is seeking a Buyer or Senior Buyer or Principal Buyer (*May be eligible for telework) to be based in our Aiken, SC location on the Savannah River Site (SRS).

The Buyer or Senior Buyer or Principal Buyer (*May be eligible for telework) is responsible for finding and negotiating terms and conditions for acquiring goods and services from an external source often via a competitive bidding process. Ensures the customer receives goods or services at the best possible price, when aspects such as quality, quantity, time, and location are compared. Follows procurement processes intended to promote fair and open competition while minimizing risk, such as exposure to fraud and collusion.

Responsibilities:
Responsibilities at the Buyer level:

Assists customers in developing routine to moderately complex scopes of work

Develops pre-procurement planning tasks for routine to moderately complex purchases such as market research, source selection, subcontract type, scope of work, payment requirements and terms and conditions

Develops and maintains reliable and cost competitive sources of supply, while supporting the socioeconomic policies set forth by company and the Department of Energy.

Reviews and approves sole source justifications, emergency requisitions, and other procurement specific documents.

Prepares, reviews, and issues procurement Request for Proposals (RFPs) or Request for Quotes (RFQ) for materials and services for routine to moderately complex activities.

Directs RFP evaluation teams, performs cost and price analysis, negotiates and awards routine to moderately complex Fixed Price and Cost-type Procurements.

Prepares, negotiates, and awards, purchase orders and subcontracts (including strategic agreements).

Administers subcontracts and purchase orders by addressing post award concerns, facilitates and records subcontract progress meeting, timely renewals, change notices, internal and external correspondence, resolution of problems, payment compliance, and deliverable performance and close out.

Resolves recurring supplier problems involving payments, quality, and/or delivery.

Reviews procurement forms used to document transactions to ensure consistency of operations or preclude procedural conflicts.

Works with other groups such as Subcontract Technical Representatives (STRs), management, subcontractors, program compliance, procedures development, and training.

Other duties as assigned.

Responsibilities at the Senior Buyer level:

Solicits, negotiates, awards, and administers subcontracts for the purchase of goods and services including moderately complex to complex services, strategic agreements, construction and manufactured equipment.

Develops detailed procurement plans which includes pre-planning, market research, source selection., subcontract type, scope of work, payment requirements, terms and conditions and completion of Request for Proposal.

Leads RFP evaluation teams, performs cost and price analysis, negotiates and awards moderately complex to complex Fixed Price and Cost-type Procurements.

Administers subcontracts by addressing post award concerns, facilitating and recording subcontract progress meetings, timely renewals, change notices, internal and external correspondence, resolution of problems, payment compliance, deliverables, performance, and close out.

Facilitates and implements corrective actions for supplier quality and delivery problems.

Utilizes strategies and negotiations consistent with company prime subcontract requirements, procurement department procedures, Department of Energy (DOE) directives and federal law in all job functions.

Understands and applies fundamental concepts in a professional discipline or technical specialty.

Identifies new and better ways of doing things and incorporates same in own work.

Seeks new knowledge and applies it in doing own work.

Coordinates his/her work with work of others in division/department/team to maximize efficiency.

Systematically gathers and analyzes pertinent information to plan a course of action. Contributes information and ideas to development of project plans.

Responsibilities at the Principal Buyer level:

Solicits, negotiates, places, and administers subcontracts for the purchase of high value goods and services including complex construction projects, strategic agreements, manufactured equipment, and design components for the company.

Ensures appropriate fiscal responsibility is maintained and that required policies, procedures, codes, standards, and federal regulations are properly adhered to and translated into legally binding contractual documents to protect and minimize the exposure of government and company liability, monetary and property loss, litigation and disputes.

Effects procurement plans including pre-planning, RFP, source selection and milestones, subcontract type, scope of work, analysis, award, post award concerns, terms and conditions, change notices, audits, timely renewals, expirations, innovations, resolution of problems, and invoices submitted.

Conducts pre-proposal meetings.

Leads the Best Value Source Selection process.

Provides policy and procedure guidance to project teams, end users, lesser experienced procurement personnel and other supply chain departments.

Reviews and approves lesser experienced procurement personnel work products based upon delegated signature authority.

Develops procurement strategies and plans, determines technical evaluation team requirements, composes technical evaluation criteria, and educates technical reviewers on special requirements.

Resolves conflicts between functional organization procedures and DOE requirements.

Prepares written responses to DOE comment letters for management signature.

Reviews and interprets federal and DOE regulations to determine their applicability to purchasing personnel.

Interfaces with general counsels office on legal issues affecting the procurement function.

Explains price/cost analysis techniques to buying personnel and calculates recommended reasonable profits and fees.

Clarifies supplier-submitted data and advises suppliers regarding Department of Energy (DOE) policy and interpretation.

Qualifications:
High School Diploma/GED and relevant professional procurement, contracts, or closely related experience as defined in the job description.

Candidate(s) selected to receive an offer will be offered the position level commensurate with their experience and qualifications.

This position may be eligible for up to 100% full time telework in accordance with the SRMC Telework Policy. All teleworking arrangements must be approved at the discretion of Management on a case-by-case basis based on a number of factors, including without limitation business need, the nature of the job, employee experience, management preference, and state-by-state legal compliance/requirements.

Preferred Qualifications:
MBA or MS degree desirable

Bachelors degree in Supply Chain Management

Bachelors or Associates degree

Certified Professional in Supply Management (CPSM) or Certified Purchasing Manager (CPM) certificate

Membership with Institute for Supply Management (ISM)

Membership with National Contract Management Association (NCMA)

Advanced analytical skills, communication skills, and knowledge of procurement cycle

Extensive and thorough understanding of Federal Acquisition Regulations (FAR), Department of Energy Acquisition Regulations (DEAR), and procedures oriented toward procurement of goods and services in a complex environment.

Thorough knowledge of industry codes and standards, Davis Bacon Act, and general construction operations

Previous work experience as a Contract Administrator, Contract Manager or relevant role

Familiarity with accounting procedures

Keen attention to detail, with an ability to spot errors

Ability to work with varying levels within and outside the organization

Experience correctly, independently and consistently performing major work accountabilities.

Knowledge of the company procurement system sufficient to follow individual procurement actions from initiation through closure

Ability to correctly determine best approach to assigned work based on desire results.

Thorough understanding of computer technology sufficient to develop, implement, and execute procurement analytical techniques

In-depth knowledge of inventory systems, turnover, and replenishment requirements to enable determination of lead-time and economic order quantities

Savannah River Mission Completion (SRMC), a prime contractor for the US Department of Energy, is responsible for managing the Department of Energys Savannah River Sites Liquid Waste operations contract. Located in Aiken, South Carolina, SRMC is a limited liability company formed by nuclear operations and environmental remediation global leaders BWXT, Amentum, and Fluor. The SRMC Team is responsible for the closure of waste tanks, the operation of the Savannah River Sites Defense Waste Processing Facility, tank farm operations and associated production and disposal facilities.
